Vietnam levies anti-dumping and anti-subsidy duties on Thai sugar

The Ministry of Industry and Trade has decided to levy anti-dumping and anti-subsidy duties on a variety of cane sugar goods imported from Thailand.

According to the ministry's decision, anti-dumping duty would be applied to a variety of cane sugar goods categorized by HS code, including HS 1701.13.00, 1701.14.00, 1701.91.00, 1701.99.10, 1701.99.90, and 1702.90.91 imported into Vietnam from Thailand.

According to the Ministry of Industry and Trade's Trade Remedies Department, the investigation and implementation of trade remedies, especially anti-dumping and anti-dumping actions on a number of cane sugar goods originating in Thailand.

After more than 5 months of research, the ministry convened a consultation session to hear the views of all relevant stakeholders.

The Examination Agency's ultimate finding concluded that there was an act of dumping and subsidizing the imported products under investigation, which caused considerable damage to the domestic manufacturing industry.

On that basis, the Ministry of Industry and Trade decided to levy a 42.99 percent official anti-dumping tax and a 4.65 percent official financial tax.

The time limit for applying anti-dumping and financial taxes is officially 05 years from the date the decision to apply anti-dumping and financial taxes takes effect.

The Vietnam ministry determined that there was no sudden increase in the volume and quantity of dumped and subsidized goods entering Vietnam during the period from the investigation to the application of tax.

Accordingly, if the customs declarant submits documents certifying the origin of goods from a country or territory other than the Kingdom of Thailand, the official anti-dumping tax and CTC is not required.

Based on current legal regulations, the Ministry of Industry and Trade and the investigating agency will notify the receipt of the application for exemption after the Ministry of Industry and Trade issues a decision to apply trade remedies.
