In a Resolution on the Action Plan, Prime Minister Pham Minh Chinh established the goal that the Southeast area will have average GDP growth of 8–8.5% between 2021 and 2030.

The details were revealed during the conference in Ba Ria-Vung Tau Province on launching an Action Plan to implement Resolution 24-NQ/TW on the directions for economic-social development and ensuring security and national defense in the Southeast region until 2030, with a vision to 2045.

Six cities and provinces represent the Southeast region: Ho Chi Minh City, Tay Ninh, Binh Phuoc, Binh Duong, Ba Ria-Vung Tau, and Dong Nai.

A target of 8–8.5% average GDP growth for Southeast Asia has been established by Prime Minister for the years 2021–2030.

The GRDP per capita in the region is expected to increase by about 10 times by 2030, reaching VND380 million ($14,500).

Pham emphasized the need to promote the region's development in a way that is fast, harmonious, inclusive, comprehensive, and sustainable.

In addressing emerging concerns like climate change, diseases, and cyber security, he urged a people-centered strategy. Applying "new thinking" is required, and this entails creating an autonomous, self-sufficient yet active, thoroughly interconnected, complete, substantive, and successful economy.

Pham recommended the region invest in science, innovation, start-up education, training, start-up, labor capacity, administrative simplification, and market diversification as well as narrow the gap between the rich and the poor.

The Southeast region should accelerate digital transformation and green, sustainable and inclusive development, contributing to realizing the country's commitment to achieving net-zero emissions by 2050, he added.
