Vietnam's state utility EVN approves purchase prices for two renewable energy plants

Vietnam Electricity has approved electricity purchase prices for the first two power plants, while other 83 wind and solar plants are still on the waiting list.

The state-owned utility reported that as of May 10, 31/85 transitional wind and solar power plants with a combined capacity of 1,956.8 MW were not yet commercially operational and had filed a dossier of electricity purchase negotiation with EVN. Two plants have got EVN's approval for temporary prices.

There are 15 projects in particular that have finished their dossiers and are presently discussing power rates with EVN; 11 projects still need to explain some legal project-related difficulties and have not yet filed the required documentation; EVN is currently reviewing 5 recently submitted projects.

An interesting fact was that 16 investors wanted to impose a temporary price while the negotiations were going on. In which the factory, Nam Binh 1 Wind Power Plant, Vien An Wind Power Plant, Hung Hai Gia Lai Wind Power Plant, and four other power plants met and reached an agreement on a temporary electricity price with EVN. Hanbaram Wind Power Plant, Phu My 1 Solar Wind Power Plant, and Phu My 3 Solar Power Plant.

Prior to this, on May 10, EVN authorized interim rates for the Nam Binh 1 and Vien An wind farms.

electrical projects can only be placed into operation after receiving an electrical activity license, in accordance with the Electricity Law's rules. However, only 13 out of 85 transitional energy plants (or around 15%), according to investor dossiers, have received electrical operation permits from the Ministry of Industry and Trade. Only three wind power projects—Nam Binh 1, Hung Hai Gia Lai, and Habaram—have received licenses out of the six power plants that have agreed on interim tariffs.

Among 85 projects, plants, part of wind power plant, transitional solar power plant, there are 77 factories, part of wind power plant, with a total capacity of 4,185.4MW and 8 factories, part of solar power plant. total capacity of 506.66MW.
